Case Analysis of CCP’s Tactics in Unrestricted Warfare
Case analysis is always an intuitive and vivid tool for tedious courses full of concepts and theories. In 2022, one article published in the official media of the Chinese military PLA Daily stated the essence of cognitive war (http://www.81.cn/jfjbmap/content/2022-09/08/content_323692.htm). It set out that:
- The prerequisite of a successful cognitive war is to seize the high ground of personal values.
- The battle space of cognitive war is the human brain.
- The critical goal is to capture the mental dominance.
- The important approach is attack and defense in the field of public opinion.
- To take advanced technology as a useful tool.
Briefly, the core tactics aim at changing people’s thinking to make decisions or judgments in CCP’s interests. Therefore, manipulating information is necessary. The recent accident of PLA 093 class ‘LongMarch417’ (AKA 093-417) nuclear attack submarine in the Yellow Sea provides a significant case for further analysis of such tactics.

On 3 October, an article on Daily Mail has independently verified the accident, based on a leaked, high-classified British defense intelligence report. As I said, our real-time revelation of the 093-417 accident has hit Xi Jinping’s nerves and demoralized the Chinese military. The details we released have exposed the top secrets of PLA’s most advanced nuclear submarines (e.g., rim-driven propulsion system and nuclear missile vertical launching system for nuclear missiles) and CCP’s secret anti-vessel weapons “Anchors and Chains” under the sea.
So what countermeasures did CCP take in this case to mitigate the impacts? First of all, we can see the order of appearance of CCP’s propaganda forces.
On 21 August, when my colleague Lude released the information about the accident via Lude Media in Chinese for the first time, CCP’s cyber army immediately attacked us and those who shared it on social media. Within hours, many “anti-CCP dissidents” began to smear us and deny the accident, with the same“opinions” as the cyber army. Actually, the identity of dissidents is always exploited as the disguise of CCP’s agents and advanced cyber army and to promote misinformation and propaganda.
But the accident quickly drew attention worldwide. From 22 August, the formal campaign was activated to mislead the public, including CCP’s forces in mainstream media, CCP-owned media, and the Chinese government. It creates an atmosphere for the authority of CCP’s misinformation.
Meanwhile, designated misinformation or rumors were released to distract attention and change public opinions. In this case, for example, the accident location in “Yellow Sea” is intentionally replaced with “Taiwan Straights” by CCP’s campaign. Therefore, in the press of the Taiwan Ministry of Defense on 22 August, the spokesman couldn’t confirm whether there was a PLAN nuclear submarine accident in the Taiwan Straights. In some sense, the tactics worked, even though we have emphasized “Yellow Sea” from the very beginning and provided the coordinates. The following discussion and reports all over the world were driven by the narrative of “the accident in Taiwan Straights,” which was later proven as non-existent. By guiding the wrong way, such designated misinformation could effectively reduce the utilization of real information and exhaust the opponents.
On 24 August, CCP’s official propaganda was made up and published by the largest state-run media. As I mentioned in the previous episode, it denied the accident in Taiwan Straights by citing the words from the Taiwan Ministry of Defense. Meanwhile, the same article slandered Lude Media as an anti-China role in “Western hostile forces” and discredited me as a conspiracist of the CCP-lab-origin of the COVID-19 virus (https://m.thepaper.cn/newsDetail_forward_24336405). To note, it’s requisite to discredit the sources using vicious lies and rumors because it could psychologically traumatize the individuals and damage their reputation in the public eye.
Simultaneously, the article was shared or re-written by numerous media in China to call for catching the spies in China, amplify the intensity of brainwashing, and increase the morale of CCP and PLA members.
However, we kept reporting details of the 093-417 accident based on classified updates. Finally, China’s Ministry of Defense openly denied “the accident in Taiwan Straights” in the press on 31 August (https://twitter.com/globaltimesnews/status/1697169414586786229). Given its dreadful records, the denial from CCP’s government should be considered a verification of the authority of our revelation.
The cultural barriers and rigid thinking are efficient tools to neutralize people in the cognitive war. In this case, when we exposed the accident, many US analysts didn’t believe it initially. On one hand, they don’t think we are capable of obtaining the top classified secrets from China. On the other hand, it’s hard for them to understand some facts, like the poor quality of CCP’s best nuclear submarine (e.g., lack of fluorescent indicator of toxic gas in the oxygen system). So, they tend to rely on “large, credible media.”
In fact, our sources in CCP and PLA clearly know the CCP’s massive and deep infiltration in the US intelligence field, while the strong trust between us is built on what we have done against Xi Jinping and the CCP regime for several years, especially the whistleblowing of COVID-19 origin and CCP’s espionage activities.
Last week, it was reported that the Philippine Coast Guard successfully removed a Chinese hazardous floating barrier. “The barrier posed a hazard to navigation, a clear violation of international law. It also hinders the conduct of fishing and livelihood activities of Filipino fisherfolk in BDM, which is an integral part of the Philippine national territory. Actually, the removed barriers are a type of PLA’s “Anchors and Chains.” In the deep area, it is used for anti-submarine. While in shallow areas, it can hinder or damage ships. PLA has widely installed those equipment in the Yellow Sea, Japan Sea, and South China Sea. As I talked, our sources confirmed that the US sea-wolf nuclear submarine, Connecticut, hit it and caused injuries and damage in 2021.
Not surprisingly, China’s Ministry of Foreign Affairs denied the installation and ownership of the removed barriers in the Philippines and claimed it was a provocation (http://us.china-embassy.gov.cn/lcbt/wjbfyrbt/202309/t20230926_11150594.htm). It demonstrates a basic principle in CCP’s unrestricted warfare that even if solid evidence were in place, well-organized denial, prevention, and suppression of the accusation could render international organizations and the justice side helpless and unable to make the conviction.
“China has invested billions of dollars in building a global information ecosystem to promote propaganda, censorship, and disinformation,” James Rubin, a senior State Department official, said at a regular press conference recently. Dr. Li-Meng Yan
Dr. Li-Meng Yan is a medical doctor, Ph.D. virologist and independent coronavirus expert. She was educated at two top medical schools in China, Southern Medical University and Central South University. She was also a Post-doctoral Fellow in the School of Public Health at the University of Hong Kong (HKU).
